Victims family: We don't understand ?....
Community: We don't understand ?....
And so a murderer is released into the community too early

the law has loopholes which criminals take advantage of, criminals know law better than the law makers, so they use it to suit their needs and misuse it to fulfill their desires....factual situation of the law of land!!
