Beyond human hand

It seems he hasn't a clue

About just what he should do

Too little too late

As for dredging - you can blame the EU!

NB  Apparently some EU directive has interfered with the old procedure and process of 

      the placement of dredged silt.  Does it account for the failure of "our" governments to

      continue with it and thus run the risk to our own environment?
